As the Commander of the NORTHCOM Special Operations Detachment of the California Army National Guard, I led a team of 40 executive managers with indirect reports of 800+ Special Operations personnel. My strategic approach to develop and implement plans in response to domestic and global needs addressed multi-layered projects from natural disasters to international Special Operations missions. Highlights of my success include:⋆ In collaboration with subject matter experts, I created and oversaw Special Operations security policies and procedures within classified environments in accordance with NISPOM, DoDM 5205.07 series, Intelligence Community Directive (ICD) 705, and JSIG.♘ To meet 100% of my organization’s strategic goals, I analyzed mission objectives to create and implement operational plans, submitted fiscal budget and determined supply, equipment and staffing needs.➟ I represented the face of my organization at all levels while building international rapport. I coordinated the logistics of transporting and supporting personnel and equipment and tactically applied them to execute operational plans in austere and remote overseas locations.

I orchestrated the operational planning and personnel training events for Special Operations Command North. Under my direction, the strategic planning, logistics, operational support and resource allocation supported the Army Special Operations Forces for the California Army National Guard. Some of my featured achievements include:♘ Entrusted to develop plans and oversee special projects, I managed the command center and emergency situational response operations for the 2016 Republican and Democratic National Conventions, a Papal Visit, and the UN General Assembly. ⋆ Collaborating with SOCNORTH staff at Peterson AFB as part of a NORTHCOM/NORAD, I participated in nationwide exercises, joint interagency international training events (including operations in the Bahamas and Canada) with up to 1K+ participants.✔ I directed all aspects of HR including staffing, training, performance evaluations, counseling and discipline as well as periodic security clearance reviews and background checks. Special Operations personnel were trained with my established guidelines and annual training schedule.

I directed an 11-person team and oversaw the planning, resourcing and scheduling of all training programs for 16K+ California Army National Guard personnel. Start to finish, I created and executed a 5-year strategic training plan, forecasted fiscal needs and prepared long-term funding plans with a $10M operations budget. My highlighted contributions include:$$$ My organization benefitted from my multiple internal control procedures which improved fiscal accountability for 3 training programs with a combined budget of $1M+.⋆ To create open lines of communication, I collaborated with the Joint, Interagency, Intergovernmental and Multinational (JIIM) enterprise on specialty training schedules.✔ I developed standard operating procedures (SOPs), training schedules and plans that were used to exemplify best practices across the entire National Guard Bureau. These plans and schedules provided near real-time technology and support to personnel deployed on combat operations.

On behalf of the California Army National Guard, I oversaw all operational, HR, staffing allocation, training and preparation aspects for 6 Special Forces divisions with 112 personnel which supported worldwide mobilization and transport to support US and global contingency missions and combat operations. Examples of my success include:♘ I planned and coordinated the logistics of transporting personnel, equipment and critical supplies to complete international training and contingency operations. For one example, I increased employee safety and effective use of new driving technology and programs through the development of the Special Forces doctrine for domestic National Guard operations. ➟ To prepare foreign military personnel for Special Forces operations, I bridged communications and cultural gaps in planning and completing multiple joint-task-force training exercises. My training plans, programs and schedules for foreign and domestic staff included evaluating training effectiveness and compliance with standards as well as implementing corrective measures.
