• Administered the collective bargaining process between the 250,000 public educational employees, 150 labor unions, and 1,100 public educational employers in Illinois. • Heard and decided over 400 cases annually involving unfair labor practice charges, arbitration award enforcement, designation of bargaining representatives, and challenges to fair share payments.

• Key member of cross-functional team that secured first-in-division Eaton Business Excellence certification (similar to the Malcolm Baldridge National Quality Award) for manufacturing factory. • Analyzed plant performance data for the 650-employee facility. Researched benchmarks and competitor metrics. Redesigned quality processes based on plant data, best practices, and improvement standards identified by the team. • Made presentations to senior plant leadership and EBE certification team. Assisted with training all level of plant personnel on new quality processes. • As a result of improvements driven by the EBE certification, the facility won the “Assembly Plant of the Year” award from Assembly magazine and the Boston Consulting Group.

• Analyzed all legislative matters before the Education and Finance Committees and the multi-billion dollar budgets of the Illinois State Board of Education, the Illinois Board of Higher Education, and the Illinois Department of Transportation. • Lead legislative negotiator and author of the School Funding Reform legislation of 1997, called at the time the “most significant education funding bill in the past 30 years” by Governor Jim Edgar.• Spearheaded the development and legislative execution of Chicago School Reform in 1995 giving the Mayor of Chicago for the first time the authority to directly appoint the Chief Executive Officer of the school system and members of the Board of Education. • Author of the School Construction Law authorizing State grant funding for school construction projects. The School Construction Grant Program benefited 497 school districts and provided over $3.1 billion in State funds for building and renovating local public schools. • Author of the Illinois Waiver of Educational Mandates Act that allowed school districts to waive or modify School Code mandates and administrative rules that hampered educational performance. During the first four years of use, and prior to changes that watered down the Act, over 70% of school districts across Illinois were granted waivers to mandates or modifications.
