Kate manages a cross-cutting team at NACTO that as part of the Climate Challenge developed contextual design guidance, lead design trainings and policy charrettes, and advocated for both local and federal policy reforms. NACTO's Climate Challenge efforts helped cities launch Vision Zero programs, pilot dedicated bus lanes, and eliminate parking minimums, just to name a few. Kate's transit work is largely focused on highlighting the bus as one of the most important tools to pandemic recovery and climate action. Kate convened a coalition of other transportation organizations to get unprecedented funding for transit in pandemic response and recovery packages, in addition to the infrastructure bill. Assisted in outreach for the California High-speed Rail Project Merced-Fresno section. Conducted analyses and drafted policy recommendations for Climate Action Plans, Downtown Specific Plans, and Environmental Impact Reports. Authored the Greenhouse Gas Report for the city of Hemet and co-authored the Energy Efficiency Chapter for the Solano County Climate Action Plan, where Kate's hometown of Fairfield, CA is.

Sacramento, California Area

In support of the Institute’s land use planning and climate change efforts, Kate assisted with the Beacon Sustainability Award Program, including managing the website, engaging with recipients, and creating a database of sustainability actions for California municipalities. She also helped develop a Sustainable Communities Learning Network, a project that the Institute worked on with the Strategic Growth Council and UC Davis.
