Responsible for planning and managing environmental projects for various industrial, petroleum, and government entities. Experience includes due diligence assessments, Phase 1 and 2 assessments, baseline site assessments, the permanent closure of underground storage tanks (USTs), soil and groundwater investigation and remediation, soil vapor assessments, low threat soil and groundwater closure, and hydrologic and geologic data analysis and interpretation.

Provided support to the US Environmental Protection Agency (USEPA) to oversee the implementation of the American Recovery and Reinvestment Act of 2009 (ARRA) for the Clean Water and Drinking Water State Revolving Fund (SRF) programs. Support included the development of guidance documents and technical reports, evaluation of water and energy efficient practices for drinking water utilities, preparation of training materials and conducting on-site training to state SRF programs and water and wastewater utilities on the ARRA requirements, and conducting compliance evaluations for state SRF programs. Managed and conducted an analysis of Nebraska’s Clean Water and Drinking Water Revolving Fund financial processes implemented under ARRA, identified process efficiencies, developed Standard Operating Procedures, and evaluated potential software/database systems for their capability to incorporate SRF financial functions necessary for loan management loans. Assisted with research and report development for the Water Research Foundation (WRF) Project #4223 – Energy Efficiency in the North American Water Supply Industry: A Compendium of Best Practices and Case Studies.

Financial and technical analysis of Clean Water and Drinking Water State Revolving Fund (SRF) applications for applicants requesting financial assistance for the design and/or construction of drinking water or wastewater infrastructure projects. Verified applicant and project eligibility was in conformance with the SRF program requirements. Conducted financial and loan analysis, including evaluation of historic and projected financial performance and the applicants ability to meet debt service coverage requirements. Developed policies and procedures and led the development of the update to the Arizona Administrative Code governing the Water Infrastructure Finance Authority of Arizona and the Water Supply Development Revolving Fund of Arizona. Interfaced with local public jurisdictions, special districts, private drinking water companies, financial advisors and attorneys regarding all aspects of the SRF program requirements

Managed a staff of 14 as well as multidisciplinary teams consisting of entry- and mid-level administrative personnel and mid-level technical personnel that evaluated applications and processed payments for reimbursement of costs associated with site assessments and remediation of leaking underground storage tank (UST) sites. Evaluated environmental site assessment and soil and groundwater remediation technical reports to ensure project costs and technical activities were in compliance with the Code of Federal Regulation, and state regulations. Interfaced with consultants and representatives of small, medium, and large petroleum companies. Interacted with Assistant Attorney General regarding informal and formal appeals regarding disapproved activities and costs related site assessment and remediation of leaking UST sites, assisted with preparation of exhibits and testified on behalf of the state agency during Administrative hearings.

Responsible for evaluation and analysis of over 30 applications per month for reimbursement from Arizona’s Underground Storage Tank (UST) assurance account (State Assurance Fund). The evaluation included the analysis of environmental site assessment and soil and groundwater remediation reports to verify compliance with the Code of Federal Regulation and state regulations and project cost analysis, including detailed review of project invoices and verification of consultant expenditures (and support documentation) at the task item level. Led the research and reorganization of the Schedule of Corrective Action Cost for the SAF program using other state programs as benchmarks. Developed processes, procedures and methods for State Assurance Fund application evaluation. Liaison between business and information services development groups to establish the user interface design, testing procedures and use cases for new Oracle based database for the SAF program. Assisted with the development and update of the Arizona Administrative Code governing the UST assurance account.

Designed and supervised the installation of municipal and private water supply wells up to 1,700 feet in depth, including supervision of aquifer tests, collection of groundwater samples, interpretation of geophysical logs, evaluation, interpretation, and analysis of geologic and hydrologic data to best define and solve the client’s needs. Evaluated hydrogeologic data to prioritize areas based on the potential for well site feasibility and aquifer recharge. Assisted in development of regional water investigation and planning. Project budget oversight, interaction with clients and maintaining project completion schedule.

Responsible for pit mapping, core logging, lithologic and mineralogical cross-section development and interpretation, computer modeling, and training five interns at an 800,000 ton per day open-pit copper mine. Conducted surface geologic mapping, including sedimentary facies and structural mapping and interpretation of cross-cutting relationships.

Supervised exploratory drilling at an in-situ copper deposit for investigation of lithologic, geotechnical and structural properties. Conducted petrographic analysis of sediment diagenesis and cement relationships.
