Coordinated with budget and programming staff to identify appropriate resource allocation. Adapted the course curriculum to meet current operational threat scenarios medical personnel could anticipate while operating in a highly fluid and demanding deployed environment.

• Director of Naval Personnel, led 6 Officers and 95 enlisted Tri-Service members, to include all administrative support, evaluations, awards, leave submissions, and daily management of personnel.• As Academic Branch Chief, oversaw the management and standards of the command's 32 course medical training curriculum and portfolio. Managed 1 supervisory Curriculum Manager with 2 civilian instructional support staff and 10 enlisted personnel. Facilitated the submission of 54 course packages leading to 2721 locally trained and 636 externally trained medical officers. Served as the senior LNO during the command’s transformation to the Defense Health Agency. Taught USMC and Navy Health Service Support Capabilities for Joint Medical Operations Course.

Centcom Aor/Deployed In Support Of Operation Inherent Resolve

• As COO, led 86 sailors, 3 senior enlisted and 6 officers working in 6 disparate locations in 4 different countries while supporting Operation Inherent Resolve. Oversite of $4.1M+ in equipment and $320k+ in consumables. • Responsible for developing and implementing policies and procedures for all medical readiness and redeployment standards to higher headquarters, inclusive of 2500 Marines and Sailors, to include compliance with all required immunizations, medical examinations, mental health questionnaires and submission into appropriate databases.• Project Manager - Co-led the joint effort with responsibility of overseeing the establishment and operation of a hardened medical facility, to include construction and compliance with safety, quality, cost and productivity standards.

Joint Base San Antonio, Fort Sam Houston, Texas

• Director of Manpower, Student Administration, Billeting, and the Student Control Departments. Managed an annual supply and equipment budget of $3.2M and $2.3M respectively. As Director of Manpower, applied strategic planning and understanding of the commands mission and program objectives by reorganizing the command’s divisions and departments resulting in reallocation of critical manpower resources and billet restructuring in preparation for transition to the Defense Health Agency. As Director of Student Administration, was responsible for remediation of student failures, and instructor compliance with Community College of the Air Force requirements. As Director of Student Control, was responsible for the 24/7 daily accountability of a rotating student population of 6000 students annually.• Chosen as Interim Associate Director of Student Services, managed $10M in facilities and equipment as well as 100 officer and enlisted personnel.• President of Command Wardroom (professional development and social functions), presiding over 85 officers.

Naval Base San Diego, California

• Senior Advisor on all Medical Plans to the Strike Group Commander (1-Star) with oversite over 11 warships and 8 naval support elements. As Deputy Surgeon, was responsible for the medical manning, training and equipment of all related exercises and operations supporting the Strike Group. • Led the medical planning for 5 exercises locally and in the UAE, Thailand, and Korea collaborating with those country’s militaries. Responsible for all participants deployment force health protection, to include immunizations, and coordination with TRICARE Overseas to ensure proper medical coverage and treatment while deployed. • Deployed in support of Pacific Partnership 13 as part of the initial consulting team determining appropriate humanitarian assistance support for the operation, in conjunction with USAID, AUSAID, NZAID and State Department representatives.

Naval Amphibious Base Little Creek, Virginia

• Force Medical Plans Officer for the Naval force (3 star) consisting of over 40,000 personnel. Worked in conjunction with Navy and Marine Corps Public Health Center to ensure disease prevention and health promotion by researching regulations, interpreting guidelines and applying judgement in developing and recommending readiness policy.• Led the command’s response to the initial H1N1 virus outbreak, as well as subsequent response efforts ensuring an effective force health protection system was able to support and maintain Fleet operations while limiting mission impact by analyzing data impacting servicemembers and recommending solutions to the Commander. • In the absence of the Force Surgeon, served as the lead for all Medical Department policy and administrative functions, presenting information to senior staff and flag level briefings, and answering all pertinent questions in a clear and professional manner.

Camp Pendleton, California

• Deployed in support of Operation Iraqi Freedom• Developed and led the pre-deployment training for over 300 augmented medical personnel in preparation for deployment to Iraq. To include medical training, gas chamber, weapons training, wills/powers of attorney compliance, financial planning training and personnel readiness completion. • Responsible for the land and air transition, tracking and reception of over 700 medical personnel from the US to Iraq and their return upon completion of deployment.• As company commander, was responsible for the daily personnel management of over 100 personnel to include military skills training, equipment, sustainment, legal authority, personnel management, career counseling, assistance with officer and enlisted boards and promotions.

Camp Taquadum, Iraq (Al Anbar Province)

• Deployed in support of Operation Iraqi Freedom. Responsible for the planning, execution and logistical sustainment of 5 surgical units which provided comprehensive lifesaving medical support to over 7000 combat injured Marines.• Planned the medical support for decisive combat operations during the Battle of Fallujah (Operation Phantom Fury), during which over 500 friendly and enemy casualties were treated.

Quantico, Virginia

The Expeditionary Warfare School (EWS) is a 41-week resident school that provides career-level, professional military education and training to company grade Marine officers and selected officers from other services and countries. Curriculum included theories and practical exercises in maneuver warfare, the Marine Corps Planning Process, Marine Corps Operations Ashore and Afloat, Future Warfighting Environments, Ethical Decision Making, Creative Thinking and Effective Communication. • Coordinated training of the Emergency Preparedness Plan for over 1300 staff, ensuring competency and compliance with all command and JCAHO requirements. • Department Head of the Operating Management Department supervising 30 civilians and Sailors in a variety of administrative functions such as barracks management, duplications, command central files and the hospital information desk. Oversaw contracts and maintenance for all command functions.

Guantanamo Bay Cuba/Deployed In Support Of Operation Enduring Freedom

• Deployed as Administrative Officer for Fleet Hospital 20 Joint Task Force- 160 to Guantanamo Bay Cuba supporting detainee operations and Operation Enduring Freedom. Responsible for managing all administrative matters for 56 personnel assigned for the Detention Hospital. Served as the Joint Task Force advisor for operations to include disaster preparedness, mass casualty and standards of healthcare services for assigned personnel, as well as detained persons.

Raleigh-Durham, North Carolina Area

• Conducted field work to locate and treat patients and their sexual partners. Duties included interpreting federal and state laws, interviewing and counseling positive and suspected patients for contact and disease spread leads. • Case management responsibilities included interpreting social and behavioral data, and recommending appropriate treatment protocols, providing resources for funding HIV medications and served as a liaison for assistance in developing goals and other positive life choices. • Education responsibilities included providing training and information on programs in schools, public and private facilities, and to the general public, and educating patients individually on safer sex and communicable disease practices.
