About Eric Lara
As a member of the Rule Development team I am currently working in conjunction with engineers, planners, inspectors, and air quality modelers and specialists to further develop and improve our existing and future air quality regulations to ensure that every San Francisco Bay Area resident has a healthy breathing environment. I completed my Master of Science degree in Environmental Management at the University of San Francisco. Before this, I attended The George Washington University where I earned a Bachelor’s degree in Environmental studies and a minor in International Affairs with a concentration in International Environmental Resources. I also recently completed the CEQA Practice certificate program offered by the University of California, San Diego extension to improve my knowledge and understanding of California’s most significant environmental law, CEQA, which is applicable to virtually every project with the potential to impact the environment. -Conduct annual compliance inspections at facilities designated as sources of air pollution and make determinations of compliance with applicable regulations. -Conduct on-site inspections of manufacturing, industrial, commercial and agricultural operations and ensure compliance with air quality standards and regulations.-Use monitoring equipment and instrumentation to measure and evaluate various emissions and particulates.-Respond and investigate complaints by citizens of air pollution problems and prepare documentation of findings.-Conduct grid surveillance to detect permit and emissions violations and ensure that all potential air pollution sources are identified for future monitoring and abatement. -Conduct chemical and plume evaluation tests and record findings and take photographs for documentation at inspection sites. -Issue violation notices to sources found in violation of compliance and prepare necessary documentation for violation notice reports. -Interface with technical personnel at facilities regarding plant source emissions, solvent usage, permit status, and compliance status with district rules and regulations.-Provide information and assistance to businesses and the public regarding District regulations and authority, permit policies and procedures. -Coordinate with other governmental agencies regarding the investigation of complex community air pollution exposures, such as highly toxic spills. -Prepare a variety of written communications, including detailed technical reports, compliance guidance memoranda and case summaries used for office conferences and hearing board sessions and complete inspections forms and applicable paperwork.. -Represent the District before the Hearing Board or courts regarding violations of District and state air quality control regulations; represents the District with technical personnel, other governmental agencies and the public.-Protect and improve public health, air quality and the global climate.
