Managed the City’s Franchise Team, a multi-department and multi-disciplinary team of engineers, lawyers, public relation specialists, financial analysts and expert consultants, which negotiated a multi-billion dollar agreement for the City’s gas & electric services. Worked closely and managed utility experts to develop best-in-class franchise provisions for the City’s gas & electric services (last negotiated in 1970) which would generate over $2.4 billion in revenue to the City over a 20 year term.Crafted policies within the franchise which would require utility and City to form a Joint Policies Guide to address climate equity, GHG reduction, and local distributive energy goals.Established relationships with C-Level executives at several multinational energy firms including Berkshire Hathaway Energy, NextEra Energy, and San Diego Gas & Electric. Gathered feedback and built relationships with many stakeholder groups in both the public and private sector to better understand the needs and desires of both residential and commercial ratepayers. Monitored and executed on $1.2 million dollars in consultant contracts. As a trusted leader, tapped to play many additional roles through the COVID-19 crisis and assisted with the development of the City’s Sanitation Policy, Teleworking Policy, and filled in where necessary with multiple departments as we all worked to navigate our new reality.

Directed and managed the Mayor’s policy initiatives for the departments of Public Works, Public Utilities, Transportation & Stormwater, and Sustainability.Initiated or contributed to several key mobility projects & programs including the phased approach to the Downtown Mobility Plan (Cycle Track Portion), the Normal Street Promenade, Vision Zero, Shared Mobility Device Regulations, SANDAGs Early Action Program for bikeways, and was critical in the development of San Diego’s Mobility Board.Advanced San Diego’s Climate Action Plan goals of GHG reduction through the development of a regional Community Choice program (San Diego Community Power) which will provide 100% clean energy to ratepayers by 2035.Interfaced regularly with C-Level management in both the public and private sector and managed relationships withcivic and business leaders/companies to further legislative goals.
