The NGO is formed to help the co-operation of the Municipality of Saaremaa and TalTech University's College in Kuressaare.

Responsible for Supervisory Division, Development Divison, PR and Communications Divison and Administrative Service Divison (IT Service, Legal Service, Financial Service and Public Procurement Service)

I was responsible for building our organisation from scratch regards of legal questions and all of the regulations a local government needs. Me and my team supported our organisation's different divisions on legal matters, also in matters regarding of regulations of proceedings. One of my main tasks was also representing our organisation in court in administrative law cases. Also I was responsible for the local council, Riigikogu (Estonian Parliament) and European Parliament elections held in Saaremaa county.

As an legal advisor I drew up different local government procedural acts and regulations, also I advised different divisons on them. One of the main tasks were to draw up the new regulations for the soon to be merged Saaremaa local governments, for example the main statute of the Saaremaa Local Government. Also I was responsible for the legal handling of the labour and employment matters of the merging of Saaremaa's local governments.

I was an advisor to the ministry about matters of local governments and also advised local governments in matters of laws regards of them.
