- Senior Director and Practice Lead for Tidal Basin’s Planning and Mitigation Practice.- Practice management, including recruiting, personnel, budgets, project management and business development. - Onsite and remote program management delivery for mitigation programs and staff augmentation.- Currently deployed to Honolulu, Hawaii, to provide consultation and staff development for mitigation programs.- Monitor and evaluate the implementation and delivery of Mitigation programs for clients.- Compile data for further program analysis, work collaboratively with associated personnel and assist in ensuring that satisfactory quality of Mitigation programs is maintained. - Exercise responsibilities within the Hazard Mitigation Grant Program that provides financial and technical assistance to clients implementing long-term hazard mitigation measures. - Research and identify complex Mitigation program issues or problems, take remedial action, and make recommendations for and implement resolutions and improvements to clients. - Develop hazard mitigation proposals and review Project Worksheets (PW) to maximize mitigation participation and funding.- Serve as primary contact and represent clients in providing interpretation of Mitigation programs, policies, and regulations. - Respond to correspondence concerning Mitigation operations and programs from Federal, State, local officials, and agencies.

Mark is a disaster mitigation manager with expertise providing technical assistance, grant writing, communications and project management for both pre- and post-disaster mitigation. He helps communities rebuild infrastructure, schools, and housing in the wake of a storm. His pre-disaster mitigation skills include developing hazard mitigation planning and communications strategy, providing technical assistance for onsite mitigation, and managing floodproofing and retrofitting projects including elevation, acquisition and mitigation/reconstruction projects. He has knowledge and experience in hazard mitigation, pollution control, stormwater management, land use planning, floodplain management, disaster prevention and recovery consulting.
