With customers across the globe, high-quality reserves and significant port capacity, Alpha reliably supplies metallurgical products to the steel industry. In 2016, AMR (previously named Contura Energy, Inc.) was formed from the core assets of Alpha Natural Resources.As head of the government affairs function and based in Washington, D.C., I worked closely with the CEO, Management Committee and various internal departments including legal, sales, tax and investor relations to identify and advance public policy goals on the federal and state level.I reported directly to the Senior Vice President for Communications and Government Affairs and subsequently the Executive Vice President, Chief Administrative & Legal Officer and Secretary.Key Accomplishments:Preserved existing corporate tax treatment by maintaining primary deduction and secured ability to monetize existing credits in the Tax Cuts and Jobs Act.Increased port capacity by 20,000 tons per vessel through language included in the Water Resources Development Act of 2018.Preserved 30% of company’s recoverable reserves by spearheading passage of a Congressional Review Act.Surpassed internal contribution projections by 36% in the first year following establishment of the company’s political action committee (PAC) and related employee-driven charitable match program.

Alpha Natural Resources (NYSE: ANR) was one of the largest and most regionally diversified coal suppliers in the United States eclipsing 10,000 employees, 150 mines and 35 preparation plants. In this role, I was responsible for advancing all regulatory and legislative advocacy efforts at the federal level. In addition to direct oversight of full-time employees, I also served as the PAC Chairman while managing the department’s external consultants, associations and advocacy groups.Key Accomplishments:Developed and implemented goals for priority trade associations and served as lead alternate for CEO during his consecutive tenures as Chairman of the National Mining Association and the American Coalition for Clean Coal Electricity.Guided internal solicitations and political contributions with an industry-leading budget eclipsing $750,000 per election cycle.

As Chief of Staff, responsibilities included executing the legislative strategy while weighing both the political and policy ramifications. Managed 22 employees in Washington, D.C. and four district offices. Served as primary liaison to House Leadership, committees, and industry coalitions.Developed strategic direction and oversight of day-to-day press strategy for television, newspapers and social media averaging more than 35 stories per week.
