Advise the U.S. Fish and Wildlife Service concerning their management of National Wildlife Refuges and protected species in Alaska. Areas of focus include ESA Section 7 consultation, MMPA incidental take authorizations and enforcement actions, NEPA reviews, ANILCA access, APA rule making, and permitting of hunting guides, fishing guides, and air transporters in Refuges. Assist DOJ with defensive and affirmative litigation. Represent agency in formal and informal administrative hearings and administrative appeals. Negotiate co-management and cooperative management agreements. Serve as Special Assistant U.S. Attorney to prosecute minor violations occurring in Parks and Refuges.

Provided legal review and analysis of written instruments prepared by BOEM pursuant to its management of offshore energy resources. Counseled agency leadership concerning issues arising under OCLSA, NEPA, ESA, MMPA, MSA, NHPA, FOIA, and other authorities. Assisted DOJ with defensive litigation.

Advised agency leadership on legal and policy issues pertaining to ongoing and proposed offshore oil and gas activities in the Arctic. Helped develop, interpret, and enforce lease stipulations and exploration and development plan conditions. Drafted new rules pertaining to offshore oil and gas exploration. Assisted DOJ with defense of challenged actions. Represented agency in Tribal consultations and meetings with Industry, environmental NGOs, and other stakeholders. Developed administrative records and improved agency record-keeping protocols. Ensured compliance with ESA, MMPA, NHPA, MSA, FOIA, etc.

Oversaw the development of various NEPA documents concerning offshore oil and gas lease sales, exploration plans, and other activities. Led an interdisciplinary team of subject matter experts and facilitated public meetings, inter-agency meetings, and tribal consultations. Ensured compliance with various Federal and State laws (e.g., OCSLA, ESA, MMPA, NHPA).

Oversaw various environmental planning and compliance efforts on behalf of an Army installation. Developed all levels of NEPA documents and ensured compliance with the ESA, MMPA, NHPA, CZMA, ANILCA Section 810, MSA, MBTA, BGEPA, CWA (NPDES and Section 404), CAA, CERLCA, RCRA and various State laws.

Supported various judges by conducting legal research, writing analytical memos, and advising on disposition of cases.
