Financial Analysis Officer
Serve as the Deputy Comptroller and financial advisor to the United States European Command for all aspects financial management. Provide advice on funding and manpower resources, including requirements into the Army's Planning, Programming, Budgeting, and Execution System (PPBES). Provide resource analysis and oversight to best inform senior EUCOM leadership decision making. Participate in projects and activities which impact resources at HQDA, Unified Command, DOD, OMB, and Congressional levels. Provide financial and resource recommendations to the Command Staff to support command policies, systems, or initiatives. Advise Command leadership on issues related to audits, internal management controls, contract management, and fiscal authorities in support of operations and missions. Serve as the EUCOM Comptroller Career Program (CP-11) Senior Civilian and Career Manager.
Chief, Integration Division
Serves as Chief, Integration Division and Senior Budget Analyst responsible for budget formulation, budget justification, consolidated budget estimates, and preparation of funds status reports. Provide guidance and direction to a 20 member staff responsible for executing a diverse $300,000,000 budget provided through 11 appropriations across multiple agencies. Prepare the annual budget submission, budget formulation, and make recommendations for internal reprogramming actions to support command priorities. Develop requirements based Command Budget Estimate (CBE) to correctly identify requirements to funding based on affordability cost benefit analysis. Manage civilian pay and analysis centrally and conduct monthly analysis to ensure costing details and trends remain stable and affordable.
Budget Chief, Special Programs Branch

Responsible for translating HQDA, Joint Staff, and Dept of Defense programming decisions and guidance into comprehensive resource requirements for the USEUCOM Future Years Defense Program (FYDP). Participate in Program Budget Review (PBR) and Program Objective Memorandum (POM) cycles and data calls to justify, validate, and defend command requirements. Assist in the preparation of the Commander's Narrative Assessment (CNA). Review and conduct trend and quantitative analysis to support civilian pay rate and costing updates, manpower adjustments, and civilian in-sourcing concept plan conversions. Serve as the USEUCOM Manager's Internal Control Program (MICP) Program Manager.
