12 Salary: $72,000 per year Hours per Week: 40 ACE Investigator, 1810 I was in charge of developing a new Affirmative Civil Enforcement (ACE) Unit for the Alaska U.S. Attorney's Office. Develop liaison between Federal, State, and Municipal agencies to develop and coordinate cases from their programs that involve federal funds utilizing a multitude of federal statutes and regulations. During the time with the U.S. Attorney's Office, I developed all of the strategic planning of this program that had never been implemented before in Alaska. I developed significant contacts and training to many agencies at the federal and state level to what ACE was, how it worked and the methods in which this program could help in utilizing the False Claims ACT and other civil penalty laws when combating fraud. I trained other agencies on what a Qui-Tam lawsuit was and how it was investigated. I went through HCCA's extensive HIPAA training and developed the new procedures in dealing with obtaining records through releases when necessary. I trained other agents throughout the nation related to these areas and was the featured speaker related to health care fraud for the federal government.

While in this position, I served as a principal assistant to the division director chairing the department´s Federal Subsistence Liaison Team. This team represents all the divisions in the Department of Fish and Game (except Admin Services) as well as the Board of Game and Board of Fisheries. I implemented an Interim Memorandum of Understanding between federal and state agencies which provided guidance in implementing coordinated management of subsistence uses on federal public lands in Alaska. Provided policy advice to the department´s Subsistence Policy Team, lead the Wildlife Conservation Division subsistence program, supervised the federal subsistence program within the Division of Commercial Fisheries, and leads division activities related to the implementation of the Alaska National Interest Lands Conservation Act (ANILCA).

Responsibilities focus on effective management of Medicaid/Medical Assistance activities and information and reporting systems, ensuring compliance with State and federal laws and regulations, and/or overseeing the activities of the fiscal agent responsible for processing and payment of claims.Primary focus is on the Medicaid programs and associated health care delivery issues, and maintaining medical payment policies that balance fiscal constraints and reasonable access to medical care. Presently, the company has approximately 700 employees and had been experiencing approximately 800% growth in the past 24 months. Immediate Care, Inc. provides home care through personal care attendants, respite workers, and chore services for individuals that are seriously ill or seriously handicapped in a manner that they cannot complete daily tasks alone at home within Fairbanks North Star Borough area, Mat-Su Borough area, and the Anchorage/Eagle River area. The company also provides home health and hospice services to the Anchorage Borough and Mat-Su Borough. In December Immediate Care, Inc. jointly opened a Pharmacy called ICare Pharmacy, which is located in Anchorage. As the Director of Human Resources I was one of seven Corporate Officers of Immediate Care, Inc. I was responsible for developing all policies related to Human Resources within the company. I have developed many of the general policies beyond Human Resources and helped organize the company in a logical and functional manner. I have written and negotiated several contracts as their Director. I researched, created and negotiated a training contract for our IT person and the contract for the fingerprinting of all of Immediate Care, Inc.'s current and new employees. Presently in the process of negotiating the ability for an employee who is an Union member at present wanting to change employers to this company and still remain an Union member even though this company is non-union. This particular employee is "a rare commodity" and requires special consideration in trying to hire the specialty he is in. I have written appeals for denials of services and issues related to coverage of an employee for payment through the Medicaid system with the decision in Immediate Care, Inc.'s favor.

Responsible for investigating criminal fraud committed against the State of Alaska, specifically the Medicaid Program. This included investigating medical doctors, dentists, psychiatrists, psychologists, hospitals, nursing homes, pharmacies, medical suppliers, and any staff employed within these facilities. The investigations range from physical and sexual abuse, to highly complicated white-collar crime fraud. These cases can take anywhere from six months to three years to complete due to their complexity. It is not unusual for a report on one of these cases to be over 100 pages long and to have anywhere from five to forty boxes of seized evidence. Responsible for all the same duties as the Investigator II position listed below in addition to the following responsibilities. Responsible for case assignment to the Investigator II in the unit, training the Investigator II, and advising the Investigator II on the assigned cases. In addition, consulting with and advising the Medicaid Fraud Control Unit Director in charge of the unit on all case activity, policy, regulation, and statute issues that affect the Medicaid cases, and proposing changes to insure that fraud and abuse be prosecuted to the full extent of the law. I coordinated with other state and federal agencies to ensure that the violations against their programs were also addressed that were discovered in the course of a Medicaid investigation.
