Spearheading project design, execution, and support of technological processes to dramatically improve internal administrative functions and greatly enhance service to Colorado residents, I significantly revitalized the technology landscape at the Colorado Department of Human Services over a five-year period. I directed the end-to-end delivery of a custom Hyland product to manage internal business processes across a department consisting of 5K+ personnel.I delivered detailed statement of work elements and acceptance criteria to the technology team after in-depth analysis and collaboration with departmental end-users.Furthermore, I created roadmaps and wireframes to develop efficient digital user interfaces, and delineated and coordinated User Acceptance Testing for enterprise content management (ECM) platform.- Effectively supported 30K+ web form submissions and 1M+ electronic documents generating $1B overtwo years on new ECM platform.- Determined requirement for additional accountability, implemented 20+ KPIs for HR and procurementprocesses, established monthly cadence to identify trends, and proactively develop solutions.- Dramatically improved processing times, decreasing purchase turn time from 40 to 15 days, loweringhiring activities from 100 to 65 days, and achieved 45% increase in client retention.Additionally, secured funding through the Executive Management Team (EMT) to develop and implement a collaborative response platform to standardize and automate the way the Department responds to legislation. • Planned and executed Configuration and Data Management across multiple programsDeveloped and produced Configuration, Data and Work Product Management Plans to meet corporate and customer requirements; Provided configuration management (CM) support to a high volume developmental program for the U.S. Navy; Supported the management and control of hardware configurations and baselines; Ensured complete traceability of changes through a documented change management process.
