Primary legal advisor on proposed expenditures of Headquarter funds, to include: official representation funds (ORF), exercise planning, military construction (MILCON), Combatant Commander’s Initiative Funds (CCIF), Service Incremental Funding (SIF), Title 22, etc). Represents the OLC on the commands acquisition strategy board (the Business Management Working Group) and other boards or Councils related to resource and acquisition planning. Represents the OLC on the Legislative Working Group and supports the Africa Command Legislative Liaison Officer. Reviews draft legislation and formulates legal opinions on sufficiency of legislation and other authorities that are necessary to support the Command mission. Provides general legal advice across the entire spectrum of administrative and civil law to include: civil law (e.g., relations with the host nation of Germany under the NATO SOFA), inter- and intra-Agency memoranda of agreement or understanding, investigations, review of U.S. Africa Command Instructions and Directives, military airlift issues (MILAIR) and labor law. Provided legal advice in support of the Afghan “Surge”/ “Spring Thaw” in a high op tempo contingency environment, providing pre- and post-award procurement law advice. Served as lead attorney for the PDT in connection with a $30 million modification to build an expansion of the Afghan National Detention Facility in Parwan, to include direct support of negotiations with the contractor. Served as Acting District Counsel from7 March 2012 to 9 April 2012, performing the GS15 duties of the principal legal advisor to the Commander, Middle East District, supervising 6 attorneys and 5 paralegals.
