Define metrics and other core KPIs to stakeholders ensuring excellence in project execution for on-time, on-budget deliverables that meet or exceeds the customer's standard of services. Ec130J/Mc130J Mission Crew Commander
- Provided direct USSOCOM task force support, including Information Operations, Electronic Attack and Psychological Operations. Additionally, as a sole source capability provider, required to regularly update IO plans, revise kinetic targeting, desired effects and target deconfliction; as well as revision of sustainment training and evaluation criteria for emergent battlefield technologies. Regularly plan and participate in joint/coalition exercises.- Additional duties included deployed IO SME for battlefield commanders, Deputy Director of Sustainment (Aircrew) training, Chief Capes IO Planner, Asst Director of Operations (deployed) and Chief of Mission Crew Commanders (MCC).- Special Projects include:-- Lead Project officer for 36-month life cycle airborne mission Information Operation (IO) upgrade. Captured battlefield and emergent requirements in order to develop scope, budget and schedule; identify stakeholders and areas of risk. Project provided complete upgrade of equipment to include closed loop network including graphics user-interfaces (GUI), redundant routers and servers and a deployable media conversion station, including NIPR Authority to Operate (ATO) certification. Critical area was the ability to maintain a deployed presence during the three aircraft upgrades.-- Lead project officer for 28-month Enhanced Situational Awareness Suite upgrade. Being the pilot unit for commands upgrade, had to determine define aircraft equipment requirements to meet commanders information exchange demands that span SIPR & TS networks (not previously installed). Once equipment requirements were defined, set scope and schedule within commanders desired budget constraints. Once first (or seven) aircraft was completed, deployed and operationally tested in combat theater to ensure all requirements were met, prior to fielding in other aircraft.
Hq Air National Guard (Ang) Specops/Isr/Enabler Aviation Portfolio Manager
As the NGB/A3 Enabler Aviation (Spec Ops & ISR) Portfolio Manager; includes three (3) programs totaling $1.4B of assets and approximately 500 personnel. Primary duties were full scope management, to include budget establishment & management, define/validate life cycle (equipment) upgrade schedules, schedule & manage resource expenditures within POM/FYDP/out-years as well as acquisition & appropriation execution timelines, contract oversight (COTR) for aircrew training contracts, disbursement of manpower resources. Also, through fostered relationships with Communications / Chief Information Officer (NGB/A6 CIO), was appointed operational spectrum lead for deconfliction as well as project growth and future spectrum demands from DSCA customers (spanning local, state, federal and international law enforcement/agencies for counter-narcotics, international border/maritime monitoring and disaster response).

- Provide Department of Defense executive leadership a quantitative and qualitative assessment measuring the overall effectiveness of intelligence product gained during reconnaissance missions. Captured desired results by utilization of established metrics, tailoring unique measures of effectiveness, previous assessments, comparing geographic / political limitations, access, environmental variables and strategic values of presence. - Lead project officer for U2 “deep dive” project intended to identify gaps in coverage, intended to yield better transparency and definition of critical areas for sensor upgrades. Captured current capabilities, current and emergent battlefield requirements and built into a matrix for commanders to better assess risk, identify efficiencies, application of resources and potential routing changes. Case study yielded ~65% increase in collections when routing changed and a gap covered with expedient (previously unknown) commercial sensor solution.- Additional duties include coordination with supported customers to develop mutually agreeable qualitative and quantitative metrics for specific issues and/or projects, many times tailored for their desired objectives. Additionally participated in focus groups for the development of alternative concepts to improve performance of global ISR operations. Customers supported were US Combatant Commanders, enabler forces, with geographic concentrations on Middle East, Eastern Europe & Africa
