Served as closest advisor / chief of staff to Special Envoy Joseph Kennedy, III, in fulfilling his presidential mandate to increase inward investment to Northern Ireland. Coordinated the Envoy's successful effort to bring a delegation of more than 50 major U.S. corporations on a four-day trade delegation to Northern Ireland. Worked with U.S./Irish/UK governmental and corporate executives to increase government spending and philanthropy on issues including women’s entrepreneurship; apprenticeships programs; and promotion of the Sports Tech sector in Northern Ireland.

Vatican City

Served as Charge' d'Affaires for 14 months, in a Chief Operating Officer capacity; managing personnel, foreign policy, and administrative issues in connection with all aspects of the U.S. – Holy See bilateral relationship. As Chargé, I led the Embassy through separate successful visits of POTUS, the Secretary of State (twice); the Speaker of the House of Representatives; the HHS Secretary; and several Special Presidential Envoys, and others.

Syria

Managed the operations of an inter-agency team based on a small Special Forces base in northeast Syria, including through an emergency evacuation of my team and subsequent return to post. Coordinated the activities of civilian team members to ensure coherence and efficiency of hundreds of millions of dollars of humanitarian assistance and stabilization programming in support of the D-ISIS campaign. Managed civilian-military relationships with the Department of Defense.

Nicosia, Cyprus

Managed a team of 15 officers and local staff responsible for all aspects of the U.S. – Cyprus bilateral relationship and all issues related to the unrecognized “Turkish Republic of Northern Cyprus.” Responsible for analyzing, reporting on, and advising the Ambassador and Washington on developments related to the ‘Cyprus problem’ during an historic two-year period of intense negotiations seeking the solution of one of Europe’s frozen conflicts. Served as Acting Deputy Chief of Mission as needed, including during the hijacking of an airliner with Americans aboard that landed in Cyprus.

Washington Dc-Baltimore Area

Managed a team of three officers dealing with all aspects of U.S. bilateral relationships with the United Kingdom and Ireland. Coordinated the Department’s interagency role on issues involving the UK, Ireland, and Northern Ireland. Drafted briefing memoranda, call sheets, and information memos for the Secretary of State and all the Department’s top leaders. Managed relations with the National Security Council on all UK/Ireland issues. Served as acting Deputy Office Director, as needed.

Vienna, Austria

Responsible for all issues involving the OSCE in Central Asia, Kazakhstan, Tajikistan, Uzbekistan, Kyrgyzstan, and Turkmenistan. Also covered media freedom and Roma & Sinti issues in all 56 OSCE participating States. Served as Acting Deputy Chief of Mission, and Acting Political Counselor as needed.

Baghdad Governorate, Iraq

Responsible for all political military aspects of the U.S. – Iraq relationship in Multi-National Division North. Had chief Embassy responsibility for dealing with the flow of foreign fighters into Iraq and reestablishing the U.S.-Iraq-Turkey Trilateral Security Dialogue.

Athens, Attiki, Greece

Served as Embassy Athens Human Rights Officer and political reporting officer covering all aspects of U.S.-Greek bilateral relationship, with emphasis on trafficking in persons and the rights of minorities in Greece. Managed two locally employed staff.

Melbourne, Victoria, Australia

Served as reporting officer on political and economic aspects of U.S.-Australia relationship. Had responsibility for Consulate Security. Was Chief of the Non-Immigrant Visa Section for approx. 1 year, managing a team of six locally employed staff in handling all visa consular issues.

Was Deputy Public Affairs Officer among a staff of two officers and nine local employees. Managed the visits to Kosovo of the Chairman of the Joint Chiefs and former President Clinton. Had primary responsibility for all Fulbright scholars, International Visitors, and other exchange programs.
