Led a Lean 6 Sigma Black belt project which closed procedural accountability gaps in contract programs, mitigating critical losses estimated at 230M. Advanced Army understanding of the technical readiness level of emerging tactical systems. Established the force management groundwork for increasing available manpower in the Division. Senior Army Officer assigned to duty with Air Force Space Command. Served as second in command to the Commandant of the National Security Space Institute (NSSI). As the manager of the agencies operations, led a cadre of 120 instructors and support personnel in the education and training of Army, Navy, Air Force, Marine, and Civilians. Responsible for all NSSI operations including contractual, security, finance, personnel, and information technology matters for the institute. Developed and established IT policies and ensured that IT systems were developed and operated in accordance with regulation and law. Conducted technical analyses of the functional and financial requirements of IT projects. Led the change management process for instructor lesson files. Instructor in Army Space Integration, Joint Space Operations, National and International Space Policy. Course lead for the “Director of Space Forces” course. Primary Liaison to the US Army Space and Missile Defense Command. Accomplishments:Managed the re-allocation of un-programmed congressional funds and command resources to stabilize reduced funding lines in follow on years. Re-structured internal process and contracts resulting in tripled annual student throughput with zero net contract cost growth--educating more than 4000 space professionals in less than two years. Identified opportunities for application of new information technology for serving both the NSSI and its students more effectively and efficiently. Responsible for the conceptualization, integration, synchronization, and coordination of assets in support of US Strategic Command (USSTRATCOM) Global Strike Mission. Determined Army force commitment to Global Strike; defines and develops staff and command relationships; created and coordinated Army assets in Global Strike Support Document (GSSD) development. Integrated Information Operations (IO), space, C4, Global Ballistic Missile Defense (GBMD), and Intelligence Surveillance, and Reconnaissance (ISR) into Global Strike operations. Researched and recommended asset visibility systems to support Global Strike missions. Responsible for coordination, development, and staffing of Support Plans, Operational Plans, and Contingency plans in support of USSTRATCOM operations. Accomplishments:Conducted the first mission analysis and strategic planning for the mission area. Established Global Strike Operations as a new Army mission in support of U.S. Strategic Command. Led exercises designed to expand, refine, and enhance the concept of rapid national command decision making process. Assembled a team of officers and civilians, defined the dynamics of the mission and established global support relationships. Deployed to Qatar, Iraq, Afghanistan, Bahrain, Kuwait, and Djibouti to conduct the first joint assessment of U.S. Space Forces. Conducted a concurrent feasibility study of Global Strike utility. Assumed the responsibility for SMDC Plans development and integration across the mission areas of Space Operations, Global Strike, Missile Defense, Information Operations, Communications, and ISR resulting in reduced plan review and draft response time.

Led, coordinated, and monitored Crisis Action Team (CAT) Information Management procedures. Responsible for staffing, scheduling, training, supervision, development, and evaluation of the Briefing Team. Supervised, developed schedules, led, evaluated, and refined individual and advanced CAT training. Served as process owner for CAT internal information operations of the CAT. Prepared and presented daily operational updates to senior Army leaders including the Secretary and Under Secretary of the Army, Chief of Staff and Vice-Chief of Staff of the Army and the Army Staff itself. Supported the Continuity of Operations Plan and it’s refinements.Accomplishments:Established a process for archiving information for immediate retrieval leveraging existing Information Technology infrastructure. Led a team of officers in the preparation, refinement, and presentation of global Army Strategic Update Assessments twice daily to senior army leadership. Developed, staffed, and implemented procedural changes to the operations battle rhythm that improved information flow and visibility of critical requirements across shifts and teams. Developed a comprehensive training program for new members of the Crisis Action Team (CAT).
