Met the PEO’s initial challenge to decrease RFP to award time, cuttingaverage sole-source award timelines from 495 days to 349 within one FY. Aggressively pursuedand championed transition from annual contracts to IDIQs and option contracts, eliminatingaward timeline for long-standing requirements. Led conversion from paper to electronic filesacross all Divisions within the MATAC portfolio. Oversaw politically charged C-130 Multi-YearIII negotiations, culminating in award 279 days from receipt of proposal. Led PEO MATACparticipation in Pitch Days, both at the SAF/AQC and LCMC level, utilizing then uniqueCommercial Solutions Offering specific to MATAC emerging requirements. Successfullyimplemented initial acquisition strategy for AFWERX/SAE directed “Agility Prime” program,leveraging commercially developed Vertical Take-Off and Lift (VTOL) vehicles for potential AirForce/DoD application. Represented PEO MATAC in the DAF-ACT COVID – 19 task force.AFLCMC/PK Professional Development award recipient for fiscal year 2020.

Led contracting office through a comprehensive restructure, implementing a four branch NH-IV management team, addressing critical supervisory shortfall and increasing PCO capacity 50%. Spearheaded organizational standardization, merging contracting approaches and documentation across six independent sections, immediately increasing throughput, efficiency and quality with a year-to-year drop in contracting actions while increasing annual obligations. Continually oversee and manage a robust training and development organization, consistently grooming top quality PCO, promotion and rotation candidates, with trainee development and contracting experience a top priority. Managed a robust career development program with a mix of trainees, journeyman and emerging PCOs.

Deputy/Acting Chief of Contracts and second level supervisor to four GS-13 Section Chiefs and one GS-14 Branch Chief. Managed contracting activities and 40 contracting professionals supporting USAF and FMS programs for 24 international customers. Contracting lead and subject matter expert for contractor selection of Active Electronically Scanned Array (AESA) Radar upgrade to F-16 to be incorporated as part of a $2.5 Billion Combat Avionics Programmed Extension Suite (CAPES) upgrade program. Primary advisor for contracting and AESA development strategy and execution as well as overall integrated program strategy. Implemented personnel realignments resulting from retirements, trainee placements and workload transition. Established four-branch chief organizational structure to optimize workload alignment, mission focus and developmental opportunities. Actively pursued development opportunities within F-16 for over 10 trainees as well as journeyman contracting professionals, including existing programs, contractor-led source selection activities and workload transfers, in addition to existing professional education. Responsible for overall F-16 program execution leveraging potential synergies with FMS and USAF programs. Supported Directorate level contracting management team on policy coordination and implementation as well as personnel and execution issues.

PCO and source selection lead for $950 Million Acquisition of Consolidated Enterprise Support Services (ACCESS) multiple award source selection (SCAT 1). Led multi-functional source selection team, serving as PCO, past performance evaluation chair and pricing lead. Worked directly with leadership from Air Force Materiel Command and Air Force Research Laboratory to recruit cross-functional personnel support for the source selection and aligned evaluationactivities to expertise. Principal drafter of Acquisition Planning documentation, including Source Selection Plan and Request for Proposals and associated briefings. Facilitated coordination with the Air Force Program Executive for services in pre-solicitation activities and approvals, establishing AF position based on inputs from Systems, Research and Materiel Commands as well as the Program Executive staff and Air Force General Counsel. Incorporated multiple changes to strategy, resulting from highly dynamic source selection and services procedures environment, under significant schedule constraint. Established performance-based execution strategy and implementation and transition planning with existing program staff, focusing on standardized processes and reduced award lead times. Worked directly with Air Force Senior Leadership, to transform existing processes in accordance with Executive direction for top level center and command level support. Led proposal evaluation activities and associated reviews and approvals for award without discussions, saving months of source selection schedule. Successfully defended a post award protest to GAO with dismissal of the case in its entirety.

Performed contract management on $3 Billion LAIRCM Hardware contract as well as ongoing LAIRCM upgrade and development efforts and three FMS cases valued at approximately $35M each. Prioritized and allocated workload based on program objectives and available resources. Interfaced directly with contracting and Wing management to ensure continuous progress.

Represented AFMC/PK Director at joint service BRAC Depot Level Repair (DLR) working group consisting of Contracting and Logistics Chiefs (GS-14-15) from Air Force, Army, Navy and Defense Logistics Agency. Developed coordinated AFMC/PK BRAC DLR policy positions combining requirements and recommended inputs from the three Air Logistics Centers. AFMC subject matter expert on Government and A&AS contractor rules of engagement. Provided frequent briefings to the two-letter HQ directorates, the AFMC Squadron Commanders, the Technical Directorates in AFRL and in support of ASC focus week. Principal script author for AFMC DVD training on Government and A&AS contractor relations.

Awarded two Cost-Plus Incentive Fee development contracts ($32M and $28M) under a competitive development program. Developed terms and conditions and initiated negotiations for the first C-130 J multi-year ($500M) contract. Successfully implemented a commercial contract (approximately $800M) for the GATM upgrade to the KC-135.
