Secured funding over $800,000 in external funding to support an in-service environmental training program for K-12 educators. Developed the curriculum for the 7 courses that the Institute offered on an annual basis. USDA Forest Service viewed the PFI as their most effective community service program during 2002 thru 2006.

Secured consulting business in North America as well as Russia, China, Germany, Ireland, Mexico and several Southeast Asia nations. Designed and implemented an emergency response program to deal with toxic spills for major trucking firms. Formulated a system to protect the public water supply of Shanghai in event of a hazardous material spill in the surface waters used by that city.

Oversaw this research and monitoring program, which with the aid of grants and contracts from multiple federal, state and corporate sources, became the largest university affiliated operation focused on the Laurentian Great Lakes. Directed a staff of 60 full and part-time employees. Served as a consultant to the International Joint Commission, USEPA, NOAA, Sea Grant Program, US Army Corps of Engineers, New York State Departments of Health and Environmental Conservation and the New York State Legislature. Senior authored over 100 papers on a wide variety of ecological topic as well as edited 3 books on Lakes Erie and Ontario.
