Sharing Data before AGOL - A Regional GIS Data Sharing Platform.Coincident with the broadening use of GIS by local and state governments, a new challenge emerged: sharing geographic data more widely across jurisdictional boundaries. One major step in this direction is being taken by the Metropolitan Washington Council of Governments’ subcommittee for GIS, which received a grant from the Department of Homeland Security (DHS) for establishing a National Capital Region (NCR) Geospatial Data Exchange to produce, maintain and share a set of common operating data across the Maryland-Virginia-District of Columbia region.Robert Horne, technology officer for the Washington Regional Threat and Analysis Center, believes the exchange could be a game changer.“The exchange is a huge step forward,” Horne told Homeland Security Today in an interview. “In the past when planning for regional events, geographic data that was shared between District agencies, local Maryland and Virginia agencies and federal agencies was exchanged using e-mail, and updates were presented during conference calls. There was never any guarantee at all that we were all in sync, and we did not have anything like a common reference point or operating picture.”Once the exchange is fully in place toward the end of this year, Horne said, treacherous blind spots that have stymied responders during emergency situations in the past, such as the inability of first responders in one town to know which roadways in a neighboring town are open when they attempt to stage evacuations, will finally be overcome.“At first we are working with about 20 to 25 jurisdictions but the hope is it can quickly scale into the hundreds,” he said. “The system has been architected to make it very easy to add new participants. All they need are credentials.”

Ensure that the interests of DC, OCTO and EMA are met through the development of a regional spatial data sharing portal.
