Provided strong leadership for the Global Deployment Program Office focused on deployment of Ballistic Missile Defense System (BMDS) global capabilities for the Missile Defense Agency. Directly support and lent guidance to multiple sensor and weapon system programs including Aegis Ashore Romania, Aegis Ashore Poland, Long Range Discrimination Radar in Alaska, two (AN-TPY-2) Radar sites in CENTCOM, and Homeland Defense Radar in Hawaii. Responsible for site activation, weapon system integration and final service turnover of all sites. Led an acquisition, construction, and life cycle management team of 72+ military, civilian, and defense support contractors with a direct budget of $20+ million, and indirect budget of $500+ million. Led effort to merge PM Global Deployments with the agency construction management office creating a significant reduction in redundant activities and administrative overhead, Developed a precedent setting team and approach to synchronization of all efforts in a $13 billion Foreign Military Sales Case.

Led a 57-person team of military, civilian, and defense support contractors in execution of the Missile Defense Agency’s ground test program. Planned and executed an annual direct operating budget of $123 million, as well as indirect budget of $200+ million. Coordinated with MDA organizations and external agencies on ground test planning/execution, infrastructure architecture, configuration, missile defense technology, systems engineering, and funding constraints. Briefed executives from DoD and MDA on project status, milestones and issues.  Backbone of MDA’s test program – developed 90% of the data necessary for MDA leadership to make critical capability decisions. Conducted multiple integrated and distributed test events, many with 18-month planning and execution horizons, including the largest distributed ground test in MDA history supporting the agency’s technical declaration of the presidentially mandated EPAA Phase II capability. Conducted a successful reorganization of the Ground Test organization, on-ramping facility management, cyber compliance and test resource management capabilities. Led MDA’s initial development of a comprehensive approach to system level cybersecurity testing, and the initiation of a new Risk Management program within the Directorate.

Oversaw direct product and project requirements for ongoing development, procurement, production, logistics, fielding, and sustainment support for all Army counterfire radars including Firefinder (Q-36/46, Q-37), Lightweight Counter mortar Radar (Q-48, Q-49, Q-50), Giraffe, and the Q-53. Led a team of 130+ military, civilian, matrix, and contractors and a POM budget of more than $2.5 billion. Provided U.S. Army, Joint Services, and FMS nations with counterfire radars that followed cost, scheduling, and performance constraints.  Deployed/supported 175+ radar systems, completed limited user test for Q-53, Milestone C review for Q-53/Q-50, Awarded $50 million in logistics support contract, and LRIP award for Q-50/Q-53 of $1+ billion.  Led two logistics, maintenance MANPRINT demonstrations for Q-50. Acknowledged in 2012 as Top 5 Program Award for Systems Engineering Excellence. Direct coordination with DoD, Joint Services, Specified and Unified Commands, DA, AMC, TRADOC, MACOMs, Corps, Division and Brigade Combat Team (BCT) Staffs, line units and foreign governments.

Initially selected as the Department of the Army Systems Coordinator (DASC) for the Bradley Fighting Vehicle System only a month after having returned from a year deployment in Iraq, then hand selected to become the DASC for the $24B Mine Resistant Ambush Protected (MRAP) family of vehicles program until July 2009. Responsible for coordinating all MRAP program functions across the Army and the Department of Defense, actively worked to ensure this life saving capability was deployed to Army units in multiple theaters of operation. Built consensus on the Army Staff for a realistic sustainment approach for this complex family of vehicles and led the development of a plan to return MRAPs from OCONUS wartime locations to the United States ensuring Army and units had the assets necessary to conduct robust pre-deployment training.

Assistant Product manager for the Bradley Fighting Vehicle System (BFVS) and M113 Family of Vehicles (FOV) responsible for vehicle mobility.  Led Performance Based Logistics Business Case Analysis to improve transmission reliability. Received $1.7 million from OSD Reduction in Total Ownership Costs program. Developed a long-term transmission reliability and acquisition strategy for the Bradley fleet valued at $1.1 billion.
