Project Director leading the cost and commercial team for the Heathrow Airport Western Baggage ProgrammeKey responsibilities included leading the delivery of cost and commercial services for various projects in the Western Baggage Programme. This involved daily interaction with members of the cost and commercial team, the client’s project managers, the contractor’s staff, and the project controls, risk management and schedule teams.A key contribution was instituting a weekly co-ordination meeting to deal with the conflicts arising out of interfaces between projects, especially with regard to resource availability and priority.

Project Director acting in role of Commercial Manager within the HAL integrated commercial team and positioned in the project following a review of needs and personnel by the client.Key responsibilities included working alongside the Contractor to achieve commercial confidence in their estimate at completion, dealing with a backlog of historic change events, establishing an affordability budget from a Client perspective and driving the realisation of commercial opportunities.A key contribution to this project was the recommendation, and subsequent negotiation of the cost, commercial and schedule impacts to convert the existing cost reimbursable form of contract to a lump sum price to secure price certainty for the client. This saved the client a significant amount compared with continuing the contract as it was.Other contributions include leading the dedicated cost and schedule management team for the project, supporting and coaching the HAL Project Managers in the application of contractual procedures, actively contributing to the risk reduction meetings and protecting project against scope creep arising from Stakeholder Engagement.

Senior Commercial Manager for the Running Tunnels, Shafts and Caverns contracts (C300 and C410) and responsible for all commercial matters in this regard. Headed a team of 9 Quantity Surveyors and reported to the Project Commercial Director. Took an active role in dealing with the impact of changing client requirements and was the focal point for liaison between construction and commercial teams. Key contributions included development of the standard NEC Supply Contract to suit the Crossrail conditions of contract for use in procuring major plant and equipment including Gantry Cranes, Rolling Stock and Locos; implementing procedures to ensure the proper capture and allocation of labour costs and improving the quality of project controls data.

Senior Commercial Manager responsible for delivery of services by the commercial team (cost and commercial, project controls, risk management and scheduling) under a managed service provision model and for ensuring that the various contracts placed were properly administered and governance procedures were complied with. Responsible for negotiating the civil engineering contracts, including Target Prices and associated Pain / Gain mechanisms for this project and also for assessing the impacts of several major compensation events. Key contributions included the adoption of a proactive approach to managing the impact of significantly and regularly changing client requirements and taking an active involvement in the on-going management of Risk and Opportunity for which the project received an award.

Rand Mine Properties, Styldrift Platinum Mine Decline Shaft, South AfricaOctober 2001 – June 2002Deputy Project Manager responsible for the review and redrafting of client specific conditions of contract, finalisation of commercial negotiations with contractor including agreement of performance bonus mechanisms and Pain / Gain agreements and preparation of contract documentation. This was the first use of the NEC contract by this client Komati Basin Water Authority, Maguga Dam, SwazilandNovember 1998 – January 2001 (FIDIC Red Book, remeasurable, £75m)Resident Contracts Engineer responsible for ensuring proper administration of the contract including defence of claims, preparation of client position papers for dispute review board hearings, and generally supporting the client on commercial and contractual matters. Responsible for line management of the Quantity Surveying, Land Surveying and Administrative departments, and for mobilisation and demobilisation of local and expatriate staff, housing, etc. Regularly deputised as Chief Resident Engineer, including an extended period of approximately 4 months, taking full responsibility for project delivery over that period.Key contributions included establishing the processes and procedures required for administration of the contract including filing systems, communication protocols, change control procedures, etc. Lesotho Highlands Development Agency, Katse Dam Lesotho August 1994 – October 1998 (FIDIC Red Book, remeasurable, £375m)Senior Contracts Engineer responsible for ensuring proper administration of the contract. This included defence of claims; preparation of client position papers for dispute review board and international arbitration hearings; and generally supporting the client on commercial and contractual matters. Achieved agreement of the final account for this project on the same day as the issue of the completion certificate.

Landau Open Cast Colliery, South AfricaOctober 1992 – July 1994 (Anglo American Standard Form of Contract, Project Value £400m)Senior Quantity Surveyor responsible for post contract administration on a number of packages for this green field opencast mine development. These included construction of bulk earthwork tailings dams, extensive overland conveyor systems, water supply pipelines, anti-pollution measures, railway lines and sidings including a major stacker/re-claimer installation and the design, supply, delivery and commissioning of a dragline excavator, the single largest procurement item on the project.New Boiler Installation, Estcourt South AfricaJanuary 1993 – March 1994Project Quantity Surveyor, acting as agent for the client and responsible for negotiating and administering the contract for a new boiler installation using waste coffee grounds as fuel. This was a high risk project involving new technology. The negotiation of clear contract conditions with an equitable sharing of risk was an important factor contributing to its successful delivery.Ernst and Young Building, Johannesburg South AfricaSeptember 1992 – December 1993Project Quantity Surveyor responsible for post contract administration for this 32 story commercial office development. Contributed by advising client and architect on procedures following the insolvency of a principal subcontractor and the appointment of a suitable replacement thereby minimising delay to the project and saving a significant amount in extra construction escalation costs.
