• Provided CBRN subject matter expertise to the Air Force Research Lab, Human Effectiveness Division, and Counter Proliferation Branch in the highest priority programs.• Directed the international testing operations for the Joint Service Chemical Agent Fate Program involving outdoor and wind tunnel chemical warfare testing in Czech Republic, South Africa, United Kingdom and the Netherlands.• Managed the reviews of all experimental efforts, cataloguing of data, and tasking of personnel for specific projects.• Managed the preparation and publishing activities to produce technical reports from experimental efforts.• Developed technical proposals and statements of work for Agent Fate testing efforts.

• Performed technical research and developed Air Force and Joint Service publications in areas of CBRN and conventional defense, major accident response, natural disaster operations, hazardous material and weapons of mass destruction (WMD) response and consequence management operations. • Lead Air Force CBRN representative at the Joint Restoration of Operations (RESTOPS) baseline exercise conducted at Osan Air Base, Republic of Korea. • Trained and directed 15 squadron representatives and over 4000 installation personnel annually for all phases of disaster operations to include major accident and natural disaster response, application of command and control procedures, CBRN defense and recovery action plans. • Primary emergency management representative to the wing’s exercise and evaluation team. Developed, scheduled, and evaluated base-wide CBRN and full spectrum threat peacetime and wartime emergency response exercises• Primary emergency management advisor to the Wing Battle Staff on post-attack CBRN recovery, survival operations and CBRN contamination avoidance.• Authored and published wing contingency support plans and supporting checklists for CBRN, natural disasters, major accidents, and localized threat.• Researched and developed lesson plans and instructional aids for contingency courses to include: CBRN Defense, Hazardous Materials Awareness, Contamination Control, Disaster Control Group, Exercise Evaluation Team and Shelter Management. • Provided augmentation support to the HQ ACC IG Team in numerous CBRN related inspections. • Managed a 38-member Disaster Control Group and a 28-person Disaster Response Team to provide support during austere events.

• Primary U.S. CBRN team member of the Sixth Allied Tactical Air Force NATO Tactical Evaluation Team inspecting Turkish Air Force installations in CBRN and survive to operate missions. • Authored and managed the Wing Disaster Preparedness Operations Plan effecting over 3000 installation personnel and deployed personnel. • Developed and published emergency management checklists, enhancing the incident commander’s ability to make sound and accurate decisions during natural disaster and major accident situations.• Developed and validated the wings nuclear accident response checklist resulting in and overall “Outstanding” during the 1994 Nuclear Surety Inspection.• Developed and implemented precise emergency response checklist on required actions for the base security program for different threat conditions.• Developed emergency response installation control center guidance and checklist that guided the 1st responders (fire fighters, emergency medical personnel, and law enforcement) through over 30 impeccable responses.• Implemented the wing staff assistance visit program and inspected over 16 units and 8 geographically separated units throughout Turkey to ensure compliance with current Air Force guidance.

• Trained over 8000 installation personnel in CBRN Defense and all aspects of Emergency Management planning and operations and consequence management operations. • Developed, coordinated and published the wing's Disaster Preparedness Response Plan effecting over 4500 military and civilian personnel. • Selected by Headquarters Space Command as a member of the chemical weapons on-site inspection team to verify the presence of chemical weapons in the common wealth of Independent States.• Designed and implemented a computerized database management program to track over 35 unit Disaster Preparedness Programs resulting in an overall excellent during the command quality inspection. • Designed and supervised the $100,000 upgrade to the Installation Mobile Command Post emergency response vehicle resulting in the distinct honor as Headquarters Space Commands premier Mobile Command Post.• Deployed to King Abdual Aziz Air Base, Saudi Arabia in support of Operation Desert Shield and Desert Storm - Team chief for CBRN reconnaissance team operations - Conducted over forty Nuclear, Biological and Chemical Refresher courses during Operation Desert Shield and trained over two thousand Air Force personnel. - Researched and designed the installations CBRN detection network layout consisting of over 22 detection sites. - Lead post attack reconnaissance effort in four Scud detonations on and off the installation verifying the presence of chemical or biological agents to key wing leadership.
