I’ve been fortunate to have a 20+ year career specialising in analysing economic and regulatory issues in the utilities and infrastructure sectors. In particular, I focus on the application of incentive regulation to monopoly businesses, energy market analysis, and competition analysis particularly with respect to the infrastructure sector. Projects that I have been proud to be a part of include: • A leading role in the development of the current rules for the economic regulation of electricity networks in the National Electricity Market.• Reviews to stress test the regulatory framework in light of the impact of climate change policies and the increased use of demand side participation.• Advice on the design of third-party access regimes, including the design of a regime for the North West Interconnected System in Western Australia and advice on coverage criteria and pricing principles in the gas sector.• Advice regarding the misuse of market power in Western Australia by the dominant electricity generator and retailer.Having previously worked at the Australian Energy Market Commission (AEMC) and PwC Australia; and founding independent economics consulting firm Incenta Economic Consulting, I’m now part of the team at Frontier Economics (Asia-Pacific) where I focus on the energy sector and economic regulation across a variety of monopoly industries.
