US Patent and Trademark Office OCIOAs lead for the Capital Planning and Investment Control (CPIC) team, Mr. Hepburn is responsible for implementing Earned Value Management (EVM) for major IT capital improvement projects at USPTO OCIO. This role required developing, and proposing a strategic initiative for restructuring the CPIC team. This effort included developing a phased plan for implementation, assigning roles and responsibilities, formally presenting the plan to the entire Budget and Finance Division, gaining stakeholder approval, monitor and control the successful execution of the plan, and report lessons learned to both the client. Mr. Hepburn's team has won client approval and successfully executed this strategic initiative. Execution of this plan included designing and developing several new tools, processes, and models; including a Project Budgeting Work and an EVM reporting model. The outcome is senior management now has confidence in making decisions based on the resulting reliable reporting and fundamental based analysis.

As the financial manager for the Assisted Acquisition Services Portfolio, a $3.6B revolving fund, Mr. Hepburn served as the principal advisor to the Assistant Commissioner, Division Director, and FAS Controller, on important issues affecting the management of financial resources. While in this position he led efforts to; optimize pricing, develop and execute budgets, implement a matrix scorecard for financial improvement, and design financial models for forecasting. His greatest accomplishment was developing a business strategy that resulted in the Portfolio erasing a Net Operating loss of $80M. Mr. Hepburn was able to build a network within the entire CFO community of GSA. Additional he gained experience with how the entire agency interacts with the various controllers and financial managers within the Finance Department. Other areas of focus included establishing internal controls, developing OMB 300s, and funds management.
