• Operate as a subject matter expert to assist with the development of a Foreign Military Sales (FMS) case and the Memorandum Of Understanding (MOU), training plans, information technology assistance and IOC/FOC working groups. • Act as Requirements Manager in both production and sustainment as a team member for FMS through USSOCOM and the Defense Security Cooperation Agency valued at $1.9B US dollars. • Organize and lead requirements assessment working group on behalf of the US and foreign governments. • Foster positive relationships with DoD Agencies, State Department, Military Departments and in country Security Cooperation Officers in the allocation and execution of Building Partner Capacity programs. • Certify new capabilities as a qualified Developmental Test Pilot such as aircraft, weapons, mission equipment and software to satisfy the requirements of the user, • Build capability to support requirements by being continuously involved early in the acquisition process with multiple contractors. • Assist in test and evaluation with industry partners while mentoring them on how to gauge criteria and the best way to judge mission success.• Trained, qualified and assigned as a Government Flight Representative (GFR) who is responsible for approval of contractor flights, procedures, crewmembers and ensuring contractor compliance with applicable provisions and regulations.
