• As USSPACECOM’s Senior Missile Defense Expert provides strategic insight to USSPACECOM’s Top 3 on Missile Defeat, IAMD and MD by acting as the Command’s lead for MD Congressional testimony, Command lead for 4-Star engagements, Command’s lead for MDA’s Governance boards e.g., MDEB, OFSC, PABD, lead for IAMD and MD DMAG/JROC topics, and lead for Missile Defense Agency (MDA) 2LTR Executive Engineering Technical Reviews e.g., GMD/NGI, C2BMC variants, and sensors e,g., LRDR, HBTSS, ect.• Serves as the Technical Adviser in the Global Warfare Requirements Division/J85, and recognized authority across USSPACECOM for Enterprise & Global Sensors, Missile Warning/Tracking, ISR, SDA, and Trans-Regional Missile Defense requirements generations (both JCIDS and non-JCIDS acquisition products). Additionally, as a IAMD SME supports the IAMD Portfolio Review Team during Program and Budget Review with CAPE, supports the OUSD (A&S) DAHT studies, and supports JS/J8 Nimble Fire wargames, etc advocating for CCMD priorities and CONOPs/Military utility of the “space layer”.• Serves as technical expert in science and technology for MD, IAMD, Space Development Agency Tranches, and Moving Target Indicator (MTI) applications and concept development. Reviews processes, evaluates projects/deliverables, financial proposals, program documents and/or reports for the transition of these programs and elements into PoRs and warfighting capability.

• Exercised supervisory management for ~30 MIL/CIV/CTR personnel between three Joint Branches; the Joint Architecture and Integration Branch, the Advanced Analytics Branch; and the S&T and Advanced Concepts Branch. Provided both technical and administrative direction to branch chiefs and their assigned nonsupervisory employees to execute: 1) Collaboration across the Space analytic community for robust, joint analytical products to senior leaders and Air Force Program Objective Memorandum (POM) long-range planning; 2) Lead the modeling, simulation, and analysis (MS&A) requirements for USSPACECOM’s Analytical Agenda for; SDA, Command and Control, SATCOM, PNT, MW, Offensive/Defensive Space Control (OSC and DCS); 3) Coordinated USSPACECOM’s Science, Technology and Advanced Concepts efforts, resulting in accelerating development, prototyping, and demonstration of new technologies (to include Commercial/Industry e.g., work with Defense Innovation Unit, SpaceWERX, AFWERX, etc) and AF TENCAP.• As the USSPACECOM Project Officer for Technical Teaming (FFRDCs, UARCs, National Labs), lead the management of all aspects of Technical Teaming to include internal/outreach with JDIRs and Components, outside advocacy/research with FFRDCs, UARCs, and labs, resulting in a FY23 1-n task list with 61 total tasks, equaling ~92 STE. Additionally continued to work FY22 1-n task list with 30 funded line items, equaling ~43 STE at ~$17M in value to include security requirements, contract support, resourcing initiatives, funding initiatives, and meeting external data calls. Performed Technical Teaming for FY20, FY21, FY22, and FY23 management of STE to meet the Commander’s intellectual capital and systems engineering requirements for USSPACECOM FOC.

• Led Studies and Analysis Branch to plan, organize, and oversee the activities of combatant command headquarters level senior program analyst planning, organizing, and procedures for USSTRATCOM missions. Specifically served as lead analyst for the articulation and development of command requirements processes as well as advanced concepts and experimentation within Missile Warning, Space Situational Awareness, and Air and Missile Defense technology for global missile defense. • Initiated advanced studies, provided analytic and technical guidance, and evaluated detailed plans, goals, and objectives for long-range implementation of assigned major command programs. Examples include: 1) Developed CCMD military utility analysis with the 2020 and the 2021 Global IAMD Assessment (GIAMDA) on behalf of CDRUSSTRATCOM; 2) Supported two CCMD Adversary Centric Plans Assessments using qualitative and quantitative techniques working with USINDOPACOM and USCENTCOM; 3) Led JFCC IMD role on Missile Defense Review Study #11, sub-task #5, to identify a lead organization for Joint IAMD Architectures; 4) Supported the MDA/IAMD Technical Authority, Threat Consistency Study for FY19 and FY20, resulting in a 200-page report to be briefed to MDA senior leadership and Service BODs for implementation.• Led the development of analysis methodologies and techniques in support of Planning, Programming, Budgeting, and Execution System (PPBE) decisions: 1) MDA examples include developing operational requirements, testing, and assessments for C2BMC, BOA, LRDR, HDR-H, Pacific radar, SKA, and PIA. Developed an Integrated Assessment Plan to assess future capability development of MDA deliveries; 2) USSTRATCOM and USSPACECOM examples include supporting the Global Threat Characterization and Assessment (GTCA) implementation via various working groups over two years and supported the National Space Defense Center (NSDC) efforts for Space Domain Awareness (SDA).

• Provided Operational Acceptance support to USSTRATCOM by applying test and evaluation strategies, practices, and procedures to ensure BMDS performance capabilities and limitations are understood by GCCs through the Warfighter Capability Acceptance (WCA) process.• Supported Global Response Exercise prior to MDA ground test campaigns with hardware-in-the- loop (HWIL) and operator-in-the-loop (OITL) participation representing multiple simulations and BMDS elements. Support includes experience with MDA models (e.g., MDST, I-Sim), and other models (e.g., EADSIM). Key stakeholders include GCCs, MDA 2ltrs, and elements, Operational Test Agencies, and Services.• Participated in the MDA Assessment Integrated Product Team (AIPT), as well as the development of the Integrated Master Assessment Plan (IMAP) and Integrated Master Test Plan (IMTP) recommending Warfighter assessment objectives and ensuring the appropriate data collection venues are planned and made available.

• Provided systems engineering support to the Aegis BMD Command, Control, Communications, Computers, and Intelligence (C4I) Branch. Specifically provided support in Tactical Digital Information Links e.g., TADIL J, TADIL A, TADIL C.• Participated in stakeholder development, definition, drafting, reviewing, updating, coordinating, evaluation, and analysis of technical requirements for Aegis Mission Planner, including analyzing requirements allocations from the system specification for traceability to element and component level requirements.• Led technical interchange meetings for Maritime IAMD Planning System (MIPS), Aegis Mission Planner and emerging Force-Level planning systems; reviewed element hardware (HW) and software (SW) baselines; and engaged in the MDA Engineering Review Board (ERB) process for the development of Aegis BMD 6.0

• Directed Missile Warning/ITWAA operations as Missile Warning Center crew chief coordinating missile warning information using MARS, CCPDS-R and PDS-M systems from DSP and SBIRS resulting in early warning and assessment of missile, air and space attack on North America or U.S. allies.

• Developed Aegis BMD/AAW TTP for Deployable-Integrated Air and Missile Defense for strategic, operational, and tactical level planning and execution to provide a standardized construct for the integration of air, cruise missile, and Theater Ballistic Missiles (TBM) defense.

• Managed 8 teams in RC-East executing the collection, analysis, and exploitation of captured enemy equipment, documents, and media to generate actionable intelligence.• Supported TAC-DOMEX exploitation operations for CJTF-Paladin, ACME Lab, Parwan Detention Facility, and local Task Force S2 units.

• Supported the Air & Missile Defense Division to include AMD policy, doctrine, Canadian BMD policy, Joint doctrine (e.g. JP 3-01), and IAMD roadmaps, CONOPS integration and development, operational architecture products, STIPL, future capabilities requirements, missile defense wargames, and community support in IAMD systems for USNORTHCOM.

• Developed Joint doctrine to enable NORAD to crisis action plan for a short notice deployment of a Deployable - Integrated Air Defense System (D-IADS) anywhere within the NORAD Area of Operations (AO). Facilitated the US Navy’s roles & responsibilities and command & control structure between NORAD and USFF/COMTHIRDFLT.
