The Department of Energy’s (DOE) Office of Enterprise Assessments (EA) performs independent assessments for DOE senior leadership that report on whether national security material and information assets are appropriately protected and whether Departmental operations provide for the safety of its employees and the public. In addition, EA implements the Department's congressionally-authorized contractor enforcement programs for security and safety on behalf of the Secretary of Energy and operates the DOE National Training Center (NTC).Because EA reports directly to the Office of the Secretary, it is organizationally independent of the DOE entities that develop and implement security and safety policies and programs; therefore, EA can provide a “check and balance” function by objectively:1. Observing and reporting on the performance of DOE federal and contractor organizations’ implementation of security and safety policies and programs,2. Applying enforcement actions to contractor organizations for poor performance in adhering to legally enforceable security and safety requirements, and3. Developing and delivering security and safety training programs that reflect best practices and lessons learned from EA independent assessments to enhance workforce performance.

Collaborates with senior Department of Energy (DOE) and contractor managers to plan, implement and manage the Cyber Security Appraisal Program. Leads and executes an independent evaluation program to assess the effectiveness of policies and programs in cyber security at facilities protecting sensitive information or special nuclear material. Conduct cyber security appraisals and network penetration testing of 40+ geographically dispersed DOE facilities around the world.

Collaborates with senior HSS, Departmental and contractor managers and staff in scheduling, planning, coordinating, and implementing the Independent Oversight Cyber Security Appraisal Program. Plans and conducts cyber security appraisals and network penetration testing of geographically dispersed and operationally diverse DOE facilities. Oversees other members of the appraisal team, including other members of the Office of Independent Oversight and contractor-provided specialists, as appropriate. Participates in the collection and analysis of technical and management data associated with DOE cyber security programs. Analyzes trends in cyber security at individual sites and across the DOE complex to establish performance baselines and identify focus areas for future appraisal activities. Makes authoritative determinations on issues associated with implementation of cyber security policy and requirements.
