Responsible for assisting in the identification of new business opportunities and contributing to the development of winning business solutions. Provides assistance to all aspects of the proposal development lifecycle to include coordination, preparation and submission of proposal documents and facilitating communications between operational elements throughout the process. Provides assistance in the areas of marketing management, business analysis, and quality management. Supports proposal team as both technical writer and editor. As a lead on a proposal effort, responsible for managing all aspects of the proposal writing process to ensure all requirements are met. When working in support of a proposal, assists in specific proposal sections as assigned and carries out all quality assurance activities. Responsible for proposal writing efforts for new and repeat business opportunities. Coordinates and supports business development activities across the company. Provides guidance and training for more junior proposal managers and technical writers. Responsible for developing key business relationships and identifying and developing opportunities for business expansion. Acts as liaison with outlying company personnel with regards to business development matters. Develops marketing strategies and proposes long range business plans.

Translated gaps between business needs and system functionality into system interaction and use case documentation. Analyzed and solved complex business scenarios in an innovative manner. Facilitated and managed discussions for requirements gathering, gap discovery and application design activities. Managed all Business Development activities and campaigns to include Capture Management, pursuit, sales, marketing, and proposal development. Received formal training in the Shipley proposal methodology. Managed proposal staff’s daily operations and proposal submissions. Provided training, tools, and templates for proposal development. Analyzed government Requests for Proposals (RFPs) for requirements and generated technical proposals in coordination with proposal staff.

Served as primary source for technical responses to government solicitations. Ensured all proposal components were delivered in compliance with government- and team-established timelines for delivery. Wrote proposal content for technical proposals, past performance narratives, and executive summaries.

Worked in a fast-paced team environment to develop a cross-platform, computerized, 3-dimensional application supporting US Army network planning and simulation. Designed a system for representing large-scale terrain datasets within a computerized 3-dimensional framework. Configured and maintained numerous intranet and Internet servers for corporate use. Assisted in technical content development for corporate bid and proposal efforts.

Utilized the Pre-Hypertext Programming Language (PHP) and the highly scalable MySQL database server to provide a Linux-based dynamic Content Management System for the US Army Signal Center's University of Information Technology (UIT) that pulled content from various local and Army level databases. Assisted in managing a browser-enabled e-learning solution built around the Blackboard system. Maintained an intranet collaborative solution using Microsoft SharePoint Team Services. Responsible for integrating all UIT systems’ authentication with Army Knowledge Online (AKO). Developed a custom Student Management System (SMS) to track and store soldier training records within the US Army Signal Regiment.

Used the Perl scripting language to integrate existing online training and testing mechanisms into the Blackboard e-learning platform. Managed daily operations of 10 servers in support of the US Army Signal Center's University of Information Technology (UIT) Resource Center. Designed, developed, and maintained the UIT Web Portal, a highly flexible and scalable web site aimed at maturing the UIT to the Training and Doctrine Command model for e-learning initiatives.
