The construction cost is $390M and the completed terminal will provide a huge economic benefit to the Aloha State.I incorporated DoD minimum Anti-Terrorism/Force Protection (ATFP) standards into the designs of four projects on new Marine Corps Base Camp Blaz in Finegayan, Guam totaling $379M.

I conducted ship-to-shore logistics in support of the Maritime Prepositioning Force and Joint Logistics Over-the-Shore operations, and associated engineering, construction, small boat, and defense operations.Elevated Causeway System - Modular or ELCAS(M) is an expeditionary pier used to bridge the surf zone, providing an interface between lighterage, cargo vessels and a bare beach. I constructed the US Navy's only ELCAS(M) on two occasions.I developed a comprehensive training plan for 640 reservists that enabled leadership to assign people to exercises/training six months earlier than previous years in support of enhanced operational readiness.

I initiated a comprehensive Supply Chain Management solution with 3 new contracts: $95M contract for facilities and utilities items, $25M for automotive parts, and a $10M HAZMAT contact.As the Contingency Engineer the Navy Southwest Region, I coordinated power restoration between multiple Navy entities and SDG&E Power Company after wild fires burned 5,367 acres, 2 structures, and power/fiber lines at Naval Weapons Station Seal Beach, Detachment Fallbrook.

I directed a 15-person, multi-agency staff and a $22.7M program for the at-sea collection of oceanographic and geotechnical data, ensuring that all survey targets were met in support of subsea system design and installation. Despite severe logistics and security constraints, I directly supervised the construction and completion of a complex $15M, mission-essential operations facility vital to national security.I also led the Navy Facilities Engineering Service Center Dive Locker and Underwater Construction Teams ONE and TWO in conducting inspections, maintenance, and repair of critical undersea cable systems.

While deployed to a combat zone, I managed a $30.3M life support contract and a $1.8M power generation contract that supported 500K square feet of office and living space for 1200 personnel located in 37 buildings on two compounds.I restored power to critical facilities within 36 hours of total power loss, and had 80% of the armored vehicle fleet operational within a week after enemy rocket attacks damaged buildings and destroyed and disabled 42 vehicles.
