- Expert on all aspects of the Wideband Global SATCOM (WGS) system - Developed the Payload Characterization and Verification (PCV) test approach. Principal author of the WGS PCV test plan and procedures. PCV test director at Camp Parks. - Identified multiple WGS design issues that would have impacted performance. During factory testing of WGS-1, helped identify a phase noise issue that would have limited the use of higher order modulations. During ground testing for WGS-4, observed that the bypass spectra extended well outside the authorized WGS frequency band. - Developed a noise correlation technique for measuring C/N for high bandwidth signals that enabled testing the WGS channelizer bypass - Original author of the WGS terminal performance certification requirements - Developed the SATCOM on the Move (SOTM) requirements and test approach for terminal performance certification testing - Expert on MIL-STD 188-164. One of the principal authors of the update to MIL-STD 188-164B. - Developed a waveform agnostic method for evaluating compliance with Equivalent Isotropically Radiated Power (EIRP) Spectral Density (ESD) requirements in MIL-STD 188-164B. Wrote a MATLAB tool to perform the analysis. Developed an approach to easily convey the impact of the ESD limit to non-technical program managers and users. - Requested, by name, to assist the Australian Ministry of Defence (MOD) in testing their first ever WGS terminals and serve as the liaison between the US WGS SSE and the Australian SSE offices. - Assisted in the developing the first USASMDC/ARSTRAT Frequency Division Multiple Access (FDMA) and Multiple Frequency-Time Division Multiple Access (MF-TDMA) modem certification requirements documents - Developed test plan for Mobile User Objective System (MUOS) Ka-band feeder terminals antenna pattern testing over WGS and oversaw this testing at all MUOS feeder sites- Developed test approach for Protected Transponded Waveform (PTW) testing over WGS

- 50th Space Wing’s specialist on all matters relating to the DSCS III satellite constellation and its follow on system, WGS. - Represented the 50th Space Wing during the initial acquisition phases of WGS to ensure that the requirements of the Wing were addressed. - Spearheaded the development effort for a geographically separated backup control facility to replace Onizuka Air Force Station once it was shut down. He ensured that this backup facility would support not only the current DSCS III constellation but also WGS and any future wideband SATCOM systems. - Represented the 50th Space Wing in developing requirements for a replacement ground system, CCS-C, that will use modern technology to perform satellite command and control. - Member of the launch team for DSCS III B11.

- Member of the DSCS III Engineering office that was responsible for the health and overall operation of the DSCS III constellation. - Led several different anomaly resolution teams covering all subsystems on board the satellite. - Identified a thruster failure before it became a problem. This provided sufficient planning time to avoid future anomalies related to this thruster. - Led the development and implementation of a new software system to support satellite contact planning and scheduling. - Flawlessly scheduled thousands of satellite contacts to maintain the health of the DSCS constellation. - Hand-picked to be part of a team of engineers supporting the Army’s development of the Contingency Satellite Configuration and Control Element (CSCCE). He reviewed and commented on test procedures for the CSCCE to ensure that its testing would not compromise the health of the DSCS III satellite being used for the testing. He also attended several tests of the CSCCE as the Air Force observer. - Member of the DSCS III B8 launch team. Developed planning and scheduling procedures for the first launch conducted by 3 SOPS. Chief mission planner for the B8 launch and ensured all necessary satellite contacts were properly scheduled. Developed procedures for the on-orbit test and checkout of the B8 satellite. - Primary investigator for all procedural deviations and developed a system to track these errors and provide the necessary training to ensure they did not happen again. - Successfully performed over 300 separate satellite contacts.
