See below for what I did before. At the GEF, I helped manage the GEF’s extensive portfolio of energy efficiency and renewable energy investments, with a focus on energy efficiency in buildings, end-use equipment, and industry. I worked to forge strong links with the Sustainable Energy for All initiative. I worked to expand GEF’s private sector engagement in climate change mitigation and adaptation, and other focal areas such as bio-diversity and water. Started the GEF's cleantech intiative, GCIP.Prior to joining the GEF, I have served at the U.S. Department of Energy for 20 years in the Department's energy efficiency and renewable energy programs. I served as Deputy Assistant Secretary for Energy Efficiency from April 2007 through February 2009, and Acting Deputy Assistant Secretary for Technology Development from July 2006 through April 2007, and Program Manager for the Building Technologies Program and the Industrial Technologies Program. My experience includes regulatory development, R&D management, deployment activities, partnership development, business systems, and planning and analysis. I have degrees in chemical engineering and computer science from Washington University in St. Louis, and a masters in public management from the University of Maryland. I started my Federal career as a Presidential Management Fellow. After serving at the GEF as a secondee on loan from the U.S. Department of Energy for three years, I have rejoined the Global Environment Facility as a Senior Climate Change Specialist in a full-time position. In this role, I will help manage the GEF’s extensive portfolio of energy efficiency and renewable energy investments, with a focus on energy efficiency in buildings, end-use equipment, and industry. I will be working to forge strong linkages between GEF and the Sustainable Energy for All initiative. I will be working to expand GEF’s private sector engagement in climate change mitigation and adaptation, and other focal areas such as chemicals, bio-diversity and water. This is a busy time for the GEF as we are completing the GEF-6 replenishment which will provide a fresh round of funding and revised strategies for the period 2014-2018.

I’m pleased to announce a new assignment with the Global Environment Facility (GEF) where I will be working with the Climate and Chemicals Team of the GEF Secretariat, effective August 25, 2010. I will be involved in energy efficiency and renewable energy programming and projects to help reduce greenhouse gas emissions and improve energy security in developing countries. The U.S. Department of Energy will remain my home agency, but I will be “on loan” through an intergovernmental personnel assignment. The GEF Secretariat is located in Washington, DC.The GEF serves as an operating entity of the financial mechanism for the implementation of the United Nations Framework Convention on Climate Change. Its resources are programmed through ten international agencies, including the five multilateral development banks and five United Nations organizations. Since its inception in 1991, the GEF has provided $ 2.9 billion in total climate mitigation financing, including $1.1 billion for energy efficiency and $1.3 billion for renewable energy investments, to projects in 165 countries.Donor countries, including both developed and developing countries, recently expressed their growing confidence to in the GEF by agreeing to replenish the GEF during the period of 2010 – 2014 (the Fifth Replenishment Period), at a total level of $4.3 billion in resources. This represents a 39% increase in total resources. This will enable the GEF to invest a total of approximately $1.35 billion in climate mitigation related activities, including energy efficiency investments. I’m looking forward to this new assignment as an opportunity to enhance collaboration among the many public and private sector entities promoting clean energy development and to accelerate clean energy project development to improve energy security, reduce emissions, and promote economic development.
Lead the evaluation of cross-cutting issues for clean energy technologies in the Office of Energy Efficiency and Renewable Energy, including climate adaption, supply chain analysis, life-cycle analysis, behavioral economics, and evaluation.
Reported to and supported the Assistant Secretary; prepared testimony; briefed congressional staff; developed policy measures; supervised $1 billion of RD&D investments in energy efficiency.
