Sea 21 Program Manger Representative
CurrentAs the Program Manager Representative for SEA 21, Mr. Thomas is responsible for Ships Modernization oversight, direct client interaction and day-to-day operations governing installation of NAVSEA Shipboard Alterations during Chief of Naval Operations (CNO) Maintenance Availabilities on DDG class ships. Mr. Thomas, as a prime member, supports Maintenance Teams in all facets of advance planning, execution and funding of approved Alterations while interfacing with stakeholders, including In Service Engineering Agents (ISEAs), Program Managers, OPNAV Sponsors, shipyard management and waterfront personnel.Mr. Thomas conducts advanced planning review of approved systems drawings and shipyard specifications of authorized Alterations for execution. He monitors systems installation during execution, negotiates and approves funding expenditures, participates in daily briefings of execution progress and provides weekly status reports to SEA 21 Senior Program Manager (SPM) and other key stakeholders. He ensures all Modernization Alterations are executed to NAVSEA standards and design per written specifications. Mr. Thomas provides feedback for execution improvement processes to refine future installations. He resolves alteration design inefficiencies and ships existing condition irregularities in cooperation with Bath Iron Works Planning Yard (BIWPY) during CNO Availability execution and advance planning phases, providing guidance for approval and acquiring funding to support as needed. Mr. Thomas reviews/verifies approved design changes are incorporated into final drawings and/or their revisions. He archives Alteration progress and completion during availability execution through photographic evidence used for growth analysis, cause and effect and planning of future installations, ultimately aiding in preventive growth reoccurrence. Provides guidance involving Integrated Systems Testing and systems restoration while also monitoring daily production efforts.
