My Center provided expert and professional guidance on workforce issues to our federal "clients" - DoD, VA, Dept of State, USAID, and the Intelligence Community. We reviewed progress involving agency initiatives in performance culture, talent management, succession planning, knowledge transfer, veterans employment, and accountability. Collaterally, my Center provided technical assistance on federal workforce preparedness issues in a post-9/11 environment with special emphasis on the impact of H1N1 outbreaks and other related events. As a career member of the Senior Executive Service (SES), I regularly interacted with senior government executives on various federal task forces/interagency working groups/inter-governmental forums focused on improving the Federal government's performance, organizational effectiveness, and overall accountability.

After graduating with merit from the U.S. Naval Academy, I served in the United States Marine Corps as a pilot, advanced flight instructor, and intelligence officer during my active duty service. As a Reserve officer, I completed tours as a Battalion S-2, Group S-3, 4th MAW G-2 Air Combat Intelligence Officer, MarForLant G-2A, Assistant Naval Attache' in DAO Copenhagen, Denmark; DAO Vilnius, Lithuania; DAO Ankara, Turkey and as the Senior Service Advisor to Director of Operations, Defense HUMINT Service. During Operation Iraqi Freedom (2005-06) and Operation Enduring Freedom (2009-10), I was assigned to the 2d Marine Division G-3 (Ramadi - Fallujah, Iraq) and 2d Marine Expeditionary Brigade G-3 (Helmand - Herat, Afghanistan), respectively. I retired from the Marine Corps Reserve after 30 years of combined duty in operational and staff assignments stateside and abroad.

As a Director with the Defense Capabilities and Management Group, I was responsible for GAO’s classified and unclassified written assessments of US efforts to combat terrorism to include weapons of mass destruction; DoD’s role in homeland security; DoD chemical and biological defense issues; overseas and domestic force protection; space and information operations; chemical weapons stockpile demilitarization program; and other national security areas. My teams used a risk management approach to help improve government decision making involving national security related activities. I testified numerous times before House and Senate committees at both open and closed hearings as a government expert after 9/11. We provided the first GAO report directly to the President of the United States on recommendations to improve the security posture of the US after 9/11. As a member of the Senior Executive Service, I regularly interacted with Flag Officers/General Officers, senior officials in the Executive Branch, and members of both the House and Senate during the conduct of our studies.

As the head of the Special Activities Support Branch in the Intelligence Division and the USMC Focal Point Officer, I led a civilian-military team that successfully supported all sensitive Joint Staff Focal Point operational requests requiring Marine Corps assistance. Served as HQMC representative to Department of Navy (DON) OP-090/N89 Special Program Review Group (SPRG) for Navy/Marine Corps and national special access programs. Later, I created and led new organization that provided oversight of all USMC intelligence and non-intelligence sensitive programs in the Office of the Inspector General of the Marine Corps. I provided quarterly updates to the Marine Corps Intelligence Overight Review Board chaired by the Assistant Commandant of the Marine Corps (ACMC), DON's Intelligence Oversight Review Board, and Assistant to the Secretary of Defense for Intelligence Oversight (ATSD (IO).
