As the Director of Plans and Policy, I was responsible for developing and monitoring the long range and nearer term strategic initiatives for the Defense Information Technology Contracting Organization (DITCO). In addition, I had responsibility for establishing, reviewing and refining all DITCO and DITCO field office policies and procedures related to the acquisition of information systems, facilities and services from common carriers and non-regulated industry to satisfy the worldwide requirements of the Department of Defense and other Federal Agencies as directed. Also served as a management information systems specialist for developing, implementing and monitoring OSD/Air Force/Contractor cost information systems which produce cost analysis data on major weapon/support systems. I was the authoritative Air Force source of knowledge for Operating and Support (O&S) program guidance and cost initiatives in support of Air Force Life Cycle Costing procedures and in the application of information technology and analytical tools and techniques to improve O&S cost estimates.
