Trademark Trial And Appeal Board

Defend decisions of the Trademark Trial and Appeal Board, the Board of Patent Appeals and Interferences, and the Director of the USPTO in appeals to the U.S. Court of Appeals for the Federal Circuit and U.S. District Courts. Review Petitions for Certiorari to the U.S. Supreme Court to determine whether the government should file amicus briefs. Provide legal and policy advice on intellectual property issues to the rest of the USPTO, including reviewing precedential TTAB decisions prior to publication, reviewing TMEP sections prior to release, and reviewing proposed changes to the Trademark Act and related rules. Appointed as a Special Assistant United States Attorney for the District of Columbia to defend the Director in Wyeth v. Kappos and related cases.

Supervised a staff of 25 attorneys and 6 support staff. Managed the USPTO's first E-commerce law office which was created to pilot the electronic examination of trademark applications. Supervised the examination of high-technology trademark applications and the prosecution of ex parte appeals to the Trademark Trial and Appeal Board. Developed and implemented USPTO policies and procedures to further the examination of computer and Internet-related trademark applications. Drafted the USPTO's policy on the examination of Internet domain names. Developed and implemented USPTO policy concerning the use of the Internet by examiners to improve the examination of trademark applications. Represented the USPTO before bar groups, foreign governments, international organizations, and educational institutions. Co-moderated numerous Trademark Office seminars and roundtables on developments in the telecommunications and computer industries.
