IT Department of 100+ employees / consultants, supporting 5,800+ County employees and 42 departments, utilizing an $18,500,000 operating budget. Introduced and implemented the County’s technology roadmap, leading all aspects of technology evaluation, strategic planning, development, and support.Led the execution of technology strategy for network infrastructure, technology platforms, enterprise cellular, voice, 800Mhz data and voice radio, and applications. Ensured a 24/7/365 accessible and effective set of core business systems. Expanded department services, while reducing the budget by 15 % each year, for two years.Implemented a $10,000,000 Human Resource Information System (HRIS), on-time (one month early) and on-budget, which had previously been two years behind. Implemented a new core support function model, reducing management overhead and focusing on solution providers.Introduced a new business model, providing Regional Services to Municipalities. Prototyped with the City of Cudahy to include Project Management and Governance, Strategic Planning, project recovery, and staffing supplementation. Commissioned a study analyzing the IT maturity model, leading to the re-start of the Project Management Office.Negotiated and implemented a new rebanded 800MHz trunked Radio system, achieving over $8,000,000 reimbursement from Sprint / Nextel (100 % of the costs of the system due to re-branding, the only municipality to accomplish this agreement in the country). The system was deployed on-time and on-budget, with no cost to the tax payers.Implemented the following systems: Point-of-Sale system for the Milwaukee County Zoo, an automated Deeds System for Register of Deeds (the first in the State, and region), an enterprise Single Sign-on Solution, and a virtualized server farm, reducing over 250 servers to 90 servers.

Planned, organized, and controlled the budget for the City of Racine's Information Systems Department. Developed a new UNIT application, which increased the productivity of the department five-fold within the first year. Negotiated the sale of the application, and achieved Return On Investment within six months.Developed, implemented and managed a new Government and Public-access cable television channel, including hiring a new staff and selecting / purchasing the equipment. Implemented a new City website and architected an Intranet. Created employee development and training programs to maximize the City’s technology investment.Analyzed computer information systems to determine future development, upgrades, and integration, selecting and deploying the following systems: Electronic Time Keeping (SmartTime), Document Image solution (OnBase), SAN (Intransa), Parks electronic solution (RecTrac), Legislative work flow system (Legistar), and a Content Management and Spam filter solution.• Consolidated data sources to a single data warehouse, increasing enterprise data input efficiency by 30 %.• Developed department enterprise policies, increasing the productivity of Information Systems by 40 %.

Headed all of the organization’s information technology operations including short and long-term planning, budgeting, employee staff management and development, systems implementation, and ROI on initiatives for the PPO. Led implementation of a new Health Case Management software solution and Billing Re-pricing solutions, integrating the solutions with the parent company, American Medical Security. Developed the first provider and a client-specific website, enabling self-service inquiries.
